Allow Cooldowns with Movement skills

It's easy to get stuck using movement shields. Especially whirling blades, and shield charge. It'd be easy to solve if there was a brief 500MS delay after each shield charge, so your character walks around whatever was blocking it. As the current set up, as far as i can tell when you have a movement skilled enabled the bot ignores the CD set for it in the settings.
